Octavia A. Dobre received the Dipl. Ing. and Ph. D. degrees in ECE from the Polytechnic University of Bucharest (formerly the Polytechnic Institute of Bucharest), Romania, in 1991 and 2000, respectively. In 2000 she was the recipient of a Royal Society scholarship at Westminster University, UK, and in 2001 she held a Fulbright fellowship at Stevens Institute of Technology, US. Between 2002 and 2005, she was a Research Associate with New Jersey Institute of Technology, US.
Since 2005 she has been with the Faculty of Engineering and Applied Science at Memorial University, Canada, where she is currently a Full Professor and a Research Chair.
Her research interests include 5G enabling technologies, blind signal identification and parameter estimation techniques, cognitive radio systems, physical layer security, spatial modulation, transceiver optimization algorithms, dynamic spectrum access, cooperative wireless communications, network coding, resource allocation, as well as underwtaer and optical communications for OTN. She published over 180 journal and conference papers in these areas.
Dr. Dobre's research has been supported by the Natural Sciences and Engineering Research Council of Canada (NSERC), Mathematics of Information Technology and Complex Systems (MITACS), Canada Foundation for Innovation (CFI), Research and Development Corporation (RDC), Atrlantic Canada Oppportunities Agency (ACOA), Defence and Research Development Canada (DRDC), Communications Research Centre (CRC) Canada, Altera Corporation, DTA Systems, ThinkRF, Agilent Technologies, Agile Sensor Technologies,

Dr. Dobre is the EiC of the IEEE Communications Letters and an Editor with the IEEE Communications Surveys and Tutorials. She served as Senior Editor and Editor for the IEEE Communications Letters, Editor for the IEEE Transcations on Wireless Communications and ELSEVIER PHYCOM, Guest Editor for the IEEE Communications Magazine and IEEE Journal of Selected Topics on Signal Processing, and Lead Guest Editor of the ELSEVIER PHYCOM "Cognitive Radio: The Road for its Second Decade" special issue.
She was the General Chair of the IEEE CWIT 2015, and Technical Co-Chair of the IEEE VTC Spring and Fall 2016 (Cognitive Radio Track), IEEE GLOBECOM 2015 (Communications Theory Symposium),

Dr. Dobre is the Chair of the ComSoc Women in Communications Engineering (WICE) standing committee, and has served with the IEEE Eric E. Sumner, IEEE Kiyo Tomiyasu, and IEEE ComSoc Award Committees. She was the WIE Chair and Awards Chair with the IEEE Newfoundland and Labrador (NL) Section, Canada. She has served as member and Section Chair with the NSERC Discovery grant slection committee. She is a Professional Engineer (P. Eng.) and a member of the Registration Committee with the Professional Engineers and Geoscientists of NL (PEGNL), Canada.
